Notice is hereby given that on 13 August 2018 at 7:30 p.m. the Forks City Council will hold a public hearing to obtain input regarding the City of Forks Capital Improvement Plan 2019-2025.  This Plan was prepared to address capital improvement needs for City facilities for the period of 2019 through 2025.

Written comments will be accepted until 5:00 p.m. on 13 August 2018.  Please address all comments to the Forks City Council.  The Plan can be found on the City’s website www.forkswashington.org under Documents>City Reports.  If you have any questions regarding the City of Forks Capital Improvement Plan 2019-2025, please contact Rod Fleck, Attorney/Planner at 360-374-5412.

Notice is hereby given that on July 9, 2018 at 7:30 p.m. the Forks City Council will conduct a public hearing to obtain input regarding the proposed six year Transportation Improvement Plan. The plan, covering 2019 – 2024, is used by local, state and federal governments to prioritize and fund transportation projects.

Written comments will be accepted up until 5:00 p.m. on July 9, 2018. Please address all comments to the Forks City Council. If you have any questions regarding the Transportation Improvement Plan, or would like to obtain a copy of the plan, please contact Paul Hampton at 360 374-5412.

Notice is hereby given that the City Council meeting that would normally be held on May 28, 2018 will be held on May 29, 2018 due to the 28th being a State recognized holiday (Memorial Day).  The meeting will begin at 7:30 p.m.

Quillayute Airport Closure Dates in April 2018

Please be advised that in April, the City of Forks will close the Quillayute Airport (UIL) for four hours each morning, at 0800 to 1200, on Wednesday, Thursday, and  Friday, 18-20 April 2018.  This set of complete runway closures will allow for the closure of a test monitoring well located at the end of the 04 runway.  Individuals and construction equipment will be active on all parts of the runway during these closures.

Notice is hereby given that a majority of the City Council may be in attendance at the Forks Chamber of Commerce Meeting Scheduled for Wednesday April 4, 2018 at noon at 1222 S Forks Avenue.  As such, this event will constitute a Special Meeting of the City Council.  No action will be taken and the purpose of the meeting will be to hear a presentation by Congressman Derek Kilmer.

Notice is hereby given that a majority of the City Council may be in attendance at the Town Hall Forum on Thursday, March 22, 2018 at noon at the Rainforest Arts Center, 35 N Forks Avenue.  As such, this event will constitute a Special Meeting of the City Council.  No action will be taken and the purpose of the meeting will be to hear presentations by Washington State 24th District Legislators Van De Wege, Tharinger, and Chapman.

A second meeting will take place that day at the Rainforest Arts Center at 5:00 p.m. that may constitute a Special Meeting of the City Council.  No action will be taken and the purpose of the meeting will be to hear a presentation by Olympic National Park staff regarding the Highway 101 construction project around Lake Crescent.

Property Rezone – Decker’s Request rezone a 0.49 acre parcel
Lot 2 of the Fraker Short Plat.  Located west of the

southern terminus of South 1st Avenue.

The City of Forks is hereby giving notice and soliciting public comment on a request for a rezone of one parcel owned by the Jim and Laura Decker.  The request is to rezone the property from the current overlap zone to High Density Commercial/High Density Residential.  The Planning Commission, at the conclusion of the public hearing on this request, will make a determination on the rezone to be forwarded for consideration and adoption by the Forks City Council.  This request came in response to the City’s annual call for requests for changes to the FUGA Comp Plan and/or Zoning Code.  This proposed change requires no change to the comprehensive plan.

The agenda for the meeting is as follows:

  1. Approval of the agenda
  2. Rezone Request from Jim and Laura Decker. This request was received as part of annual zoning code update process pursuant to FMC115.040.  For more detailed property description see below.
  3. Staff Report – Applicant is seeking a rezone of current overlap zoning to High Density Commercial zoning for parcel no. 1328092409020. If granted, the request would alter the Forks Zoning Code’s zoning map.

This is the first step in a two-step process associated with a rezone.  At this hearing, the public will be given an opportunity to express its views regarding this request to the Forks Planning Commission.  The Commission will then deliberate upon the request, following the conclusion of the hearing, and make a recommendation to the City Council for the Council to consider at its 23 April 2018 meeting.

Decker’s Rezone Request

Description of

proposal:        Pursuant to the City’s code requirements requiring an annual call for land use planning and zoning code map designation amendments, the City received a request to rezone one parcel by Jim & Laura Decker.  The specific request is described as:

As part of the annual solicitation for zoning updates, the Deckers have requested a rezone of their .049 acre parcel that is west of the southern terminus of South 1st Avenue.  The property is currently zoned High Density Commercial/High Density Residential and the request is for a rezone to High Density Commercial like the two adjacent lots to the east (associated with the existing Pacific Inn Motel).

Zoning would permit some additional flexibility associated with commercial development and would zone this parcel in the same manner as two other parcels owned in close proximity to this by the Deckers.

Proposed

Project:            Every year, the City of Forks solicits the public for proposals to amend its land use designation map and zoning code map.  See FMC 17.115.040.  As a result of the November/December 2017 solicitation, the City received one request for a rezone of existing property.  Jim and Laura Decker seek to have their existing ~ half-acre parcel rezoned to High Density Commercial (C-3) from the current overlap zoning of High Density Commercial/High Density Residential (OL-6).  Subsequent development of the parcel would be in of a commercial nature which can utilize the existing streets, existing services, and utilize existing water and sewer connections

Prior SEPA

Documents:     None for these proposed amendments.

Mitigation required:   NONE.

The Lead Agency had determined that the above items would not have a probable significant adverse impact on the environment if the mitigation noted above is completed.  An environmental impact statement (EIS) is not required under RCW 43.21C.030(2).  This decision was made after review of a complete environmental checklist and other information on file with the lead agency and upon the following findings.  This information is available to the public on request.

This DNS is issued under 197-11-340 (2); the lead agency will not act on this proposal for a period of 14 days from the date of issuance to allow for review and  comments from the general public.

Comments will be accepted up to 5 p.m., 19 Mar 2018.  The City will review said comments together to determine the impact upon the stated MDNS.    Submittal of comments is not the same as a written appeal of this determination.

You may appeal this determination no later than 5 p.m., 19 Mar 2018, by filing a written appeal with the City Clerk of Forks at 500 East Division, Forks, Washington 98331.  You should be prepared to make specific factual objections based upon the action being considered and the SEPA Checklist completed in association with this project.  The appeal must be received prior to 5 P.M.  Contact Rod Fleck at 360/374-5412, ext. 245 to read or ask about the procedures for appeals.

The City of Forks has received a 60% Annexation Petition from Brett and Jaime McGinley requesting the City Council to annex approximately one acre. The legal description for this annexation request is as follows:

Lot 10 of Palmer Tracts Survey, recorded February 26, 1981 in Volume 6 of Surveys, page 48, under Clallam County Recording No. 517355, being a portion of the Southeast Quarter of the Northwest Quarter, the Southwest Quarter of the Northeast Quarter, the Southeast Quarter of the Northeast Quarter and Government Lot 3, Section 3, Township 28 North, Range 13 West, W.M., Clallam County, Washington.

Consisting of approximately 5.04 acres.

Located approximately 500+ feet eastward of the corner of Palmer Road where it turns from heading North to heading East.

On 26 Feb 2018, the City Council will hold a public hearing on this request, and also decide whether or not to annex the property described above via City ordinance. The public is invited to attend and provide public comment.
