Notice is hereby given that on September 14, 2020 at 7:30 p.m. the Forks City Council will hold a public hearing to obtain input regarding the City of Forks Capital Improvement Plan 2021-2027. This Plan was prepared to address capital improvement needs for City facilities for the period of January 1, 2021 through December 31, 2027.

Written comments will be accepted until 4:00 p.m. on September 14, 2020.  Please address all comments to the Forks City Council. The Plan can be found on the City’s website www.forkswashington.org under Documents>City Reports or copies may be obtained at City Hall. Lodging Tax Notice 2021

NOTICE OF FUNDING AVAILABILITY
LODGING TAX FUND

The City of Forks hereby announces that applications will be accepted from public and non-profit agencies for projects that assist tourism development and promotion in the City. This program is funded through the taxes collected on overnight lodging in the City of Forks. The City will award funds on a competitive basis to eligible applicants with the demonstrated ability to complete their projects between January 1, 2021 and December 31, 2021.

Applications are available on the City’s website at www.forkswashington.org or by contacting the City Clerk/Treasurer, 500 East Division Street, Forks, WA 98331. (360-374-5412 ext. 240). Completed applications are due to the Clerk/Treasurer by 5:00 p.m. on September 23, 2020. No applications received after that date and time will be considered for funding.

Applicants will be required to provide estimates of potential economic impact and include a brief description of how the estimates were calculated. Successful applicants will be required to enter into a contract with the City to provide reimbursement of costs after the service is rendered and paid, and a signed request for reimbursement has been submitted to the City. They may also be required to provide liability insurance for the duration of the contract, naming the City as additional insured in an amount determined by the City. Successful applicants will also be required to submit a post-event report to include actual attendance numbers and other information as may be required by the Washington State Joint Legislative Audit and Review Committee.

AUTHORIZED PROJECTS

The revenues received from the City’s Lodging Tax Fund may be used for the following purposes:

  • Paying all or any part of the cost of tourism promotion.
  • Marketing and operations of special events and festivals designed to attract tourists.
  • Supporting the operations and capital expenditures of tourism related facilities in which the City has an ownership interest, or facilities owned by nonprofit organizations.
  • Funding general economic development projects that may increase tourism.
  • Funding of a multi-jurisdictional tourism related facility.

The permitted uses according to the State Legislation authorizing the imposition of this tax-supported program are more fully explained in RCW 67.28.1815, 67.28.1816 and the definitions portion in RCW 67.28.080.

The Forks Planning Commission opened and continued their hearing of 24 June 2020 regarding the Conditional Use Application of Tena Gagnon for her existing Fern Acres wedding and event venue. The notice for this hearing was published in the 11 June 2020 edition of the Forks Forum.  However, a required SEPA determination was not made and published, and the Planning Commission directed the Planner to continue this hearing to 8 July 2020 to ensure that the record was complete and proper.  The new hearing date will be 8 July 2020 and details regarding participation (via ZOOM) will be posted to the City website on Monday, 6 July 2020.

Notice of Special Forks City Council Meeting

Notice is hereby given that a majority of the City Council may be in attendance at the Forks Chamber of Commerce Meeting scheduled for Wednesday, January 29, 2020 at noon at 1220 S Forks Avenue.  As such, this event will constitute a Special Meeting of the City Council.  No action will be taken and the purpose of the meeting will be to hear the State of the City Address from Mayor Fletcher.

Notice is hereby given that a majority of the City Council may be in attendance at a new council member orientation scheduled for Saturday, January 4, 2020 at 9:00 a.m. at Forks City Hall, 500 East Division Street.  As such, this training will constitute a Special Meeting of the City Council.  No action will be taken and the agenda of the meeting will be set by the facilitator with a focus on the operations of the City utilizing the Association of Washington Cities elected officials orientation checklist.

Notice of Holiday Hours

Forks City Hall will close at noon on Tuesday, December 24, 2019 (pursuant to Forks Municipal Code 2.10.030) and be closed all day on Wednesday, December 25, 2019 and Wednesday, January 1, 2020.

Budget Hearings & Special City Council Meetings

The Forks City Council has called for budget hearings to be held at 7:30 p.m. on November 12 and 25, 2019 at the Forks City Hall.  The City Council meeting that would normally be held on November 11, 2019 will be held on November 12, 2019 due to November 11 being a state holiday recognizing Veterans Day.  The Forks City Council has also called for special meetings to be held at 5:30 p.m. on November 12 and 25, 2019 at the Forks City Hall.  The purpose of the special meetings will be to hold budget workshops.

The Forks City Council will hold a public hearing as part of its regular meeting to gather public comment on the proposed revised Forks Urban Growth Area (FUGA) Comprehensive Plan (Comp Plan).  The City of Forks is required to update the FUGA Comp Plan in such a manner as to be compliant with the Growth Management Act.  The purpose of this meeting is to obtain from the public their input, reaction, and suggestions to a completely redrafted Comp Plan that includes the goals and policies for the required chapters:  Affordable Housing, Capital Facilities, Economic Development, Land Use, Transportation, and Utilities.  The Comp Plan also guides the City’s revisions of its Zoning Code, Critical Areas Ordinances, and other development regulations.  It is possible that the Council will consider the adoption of the proposed Comp Plan at its meeting on 23 Sep 2019 or at one of its October meetings.

A copy of the draft may be found at the City’s website: www.forkswashington.org Individuals may submit written comments on the preliminary revision of the Comp Plan by sending those to rodf @forkswashington.org.  To be included in the materials at the public meeting, comments need to be received by no later than 4 p.m. on 9 Sep 2019.

Notice of Office Closure

Pursuant to Forks Municipal Code 2.10.030, Forks City Hall will close at 2:00 p.m. on Friday, August 23, 2019 and resume normal business operations at 8:00 a.m. Monday, August 26, 2019.

Notice is hereby given that on July 8, 2019 at 7:30 p.m. the Forks City Council will conduct a public hearing to obtain input regarding the proposed six year Transportation Improvement Plan. The plan, covering 2020-2025, is used by local, state and federal governments to prioritize and fund transportation projects.

Written comments will be accepted up until 5:00 p.m. on July 8, 2019. Please address all comments to the Forks City Council.
