Two Sales:  Quillayute Airport and Water Tank

Sale DateCompleted bid sheet for each sale being bid upon must be returned by Noon, 19 Aug 2016.  DO NOT COMBINE BOTH SALES ONTO ONE BID FORM.

Sale Locations

  1. Quillayute Airport along North South Runway (5144 Quillayute Road), please obtain Entry Permit and Access Rules from City Hall before visiting the Site; and,
  2. Water Tank at the end of East Division Street both in Clallam County, Washington.

Sale Type – Export Restricted, Lump Sum, Sealed Bid

Products Sold

  1. Quillayute Airport – Estimated 280 mbf of Alder, Hemlock and Spruce over 13.7 acres;
  2. Water Tank – Estimated 125 mbf of Alder, Hemlock, and Spruce over 4 acres;

Logging Methods – Shovel.

Bid to be by $/mbf for scaled wood and $/mbf for weighed pulp wood.

Expiration Date – Quillayute by NLT 30 Nov 2016; Water Tank by NLT 31 Oct 2016

Bid Deposit – 10% of total bid amount

Payment Terms – Balance of bid due prior to cutting of timber

Performance Security – $5,000 Certified Check or Money Order PER BID

Fees– $500 Road Use Permit fee.

Special Conditions – Purchaser is responsible for payment of forest exise taxes. Other conditions are associated with each sale, please consult bid packets for said information.

Bid Conditions:

 

All timber included in this sale is export restricted.

All sealed bids must be returned to the Forks City Hall by Noon, 19 August 2016. Bids may be mailed to or delivered in person to: City of Forks, 500 E Division Street, Forks, Washington 98331. Late bids will not be accepted. Bids will be opened at 12:30 pm, 19 August 2016 at Forks City Hall.

The City of Forks will award the sale at the meeting of the City Council on 22 Aug 2016. The City of Forks reserves the right to waive formalities in its selection of the successful bidder. This includes the right to reject any and all bids for any reason. In accepting bids the City of Forks is not obligated to accept the highest bid.

The Successful bidder must enter into the Lump Sum Timber Sale Contract by 31 Aug 2016. The balance of the bid, road use permit fees, performance security deposit and proof of insurance must be received prior to cutting of timber. If these requirements are not met the bidder agrees to forfeit the bid deposit as a reimbursement for costs and delays to the City.

A bid deposit of at least 10% of the total bid price must be submitted with each bid form. Bid deposits must be in the form of a money order or certified check made payable to the City of Forks.

Bid forms must be placed in a sealed envelope marked “Airport 04D Timber Sale Bid” or “Water Tank Timber Sale Bid”.

Bid Packets may be obtained at the Forks City Hall, located at 500 East Division, Forks, WA 98331.  All Bids must be mailed or delivered in person by Noon, 19 August 2016 at the address noted above.

Notice is hereby given that on July 11, 2016 at 7:30 p.m. the Forks City Council will conduct a public hearing to obtain input regarding the proposed six year Transportation Improvement Plan.  The plan, covering 2017 – 2022, is used by local, state and federal governments to prioritize and fund transportation projects.

Written comments will be accepted up until 5:00 p.m. on July 11, 2016.  Please address all comments to the Forks City Council.  If you have any questions regarding the Transportation Improvement Plan, or would like to obtain a copy of the plan, please contact Paul Hampton at 360 374-5412.

SEPA MDNS SPARTAN FIELD REPLACEMENT

Project proposes the replacing of the existing field at Forks High School with a new synthetic turf field and resurfaced track. Project will involve the removal of the existing natural turf field and surrounding rubberized track surfacing. This will be replaced with a synthetic turf surface, improved on-site drainage, and a new rubberized track. The drainage system will include the installation of an underdrain system and
infiltration gallery used to collect and infiltrate rainwater. Regrading of lawn areas next to the grandstands will also be required.

As part of the project, 4,000 CY of turf and dirt will be removed from Spartan Field and will be transported across and via East E Street to an undeveloped South 2nd A venue. The removed spoils will be placed upon an undeveloped parcel owned by the West End Youth League that has been planned to be developed into a youth football field. Spoil relocation site is adjacent to a ditched stream flowing along the private Rankin Road.

The project is in part funded by a Washington State Recreation and Conservation Office Youth Athletic Field Grant received by the City and the District.

BRAGER REZONE PUBLIC HEARING

The City of Forks is hereby giving notice and soliciting final public comment on the request of Bill and Susan Brager, d.b.a. Miller Tree Inn, to rezone portions of three parcels consisting of two and a half (2.5) acres located immediately east of Forks City Hall. The Forks Planning Commission has made a recommendation to the City Council that these parcels be rezoned from its current Moderate Density Residential (R3) zoning to an overlap zone of Moderate Density Commercial/High Density Residential (OL-4) designation. The request was received as part of the City’s annual solicitation for zoning and comprehensive plan amendments.

The City Council will take public comment on the recommendation of the Planning Commission to rezone these parcels at its meeting scheduled for 11 April 2016, at 7:30 p.m. at Forks City Hall. You are receiving a copy of this notice because you live within 500’ of the parcels in question.

FORKS CITY COUNCIL VACANCY

The Mayor is requesting letters of interest from individuals willing to serve on the City Council to fill a two-year term of the office held by former Council Member Kevin Hinchen. Individuals interested in serving must reside within the Forks city limits and be a registered voter. Selection will be by the City Council at their meeting on January 11, 2016 at 7:30 p.m. The selected individual will serve until December 31, 2017. The selected individual will be required to file necessary paperwork with the State’s Public Disclosure Commission.

Individuals interested in serving should send a letter of interest and any other materials they deem pertinent for Council to review to City Clerk/Treasurer Audrey Grafstrom at 500 East Division Street, Forks, Washington 98331. Letters can also be e-mailed to agra.forks@forkswashington.org or faxed to 360 374-9430.

All letters must be received by the City no later than 5:00 p.m. on January 7, 2016.

NOTICE OF HOLIDAY HOURS

Pursuant to Forks Municipal Code 2.10.030, the City is providing local media with notice of holiday office hours and closures.

Forks City Hall will close at noon on Thursday, December 24, 2015 and remain closed all day on Friday, December 25, 2015.  City Hall will also close at noon on Thursday, December 31, 2015 and be closed all day on Friday, January 1, 2016.

City Hall will also be closed from noon until 1:30 p.m. on Tuesday, December 22, 2015.
